Tyler’s streets department team provides the community with clean roadways and is dedicated to providing routine maintenance to ensure that our residents and visitors are able to safely travel throughout the city.

In cooperation with our city's efforts, we ask that property owners do not blow grass clippings, snow, or any other debris into the roadways. With your help, we can reduce safety risks and accidents.

Snow Removal / Winter Parking Ordinance

5.08. Snow Removal.

Each person shall remove all snow or ice from any public sidewalk abutting his property within 12 hours after the snow or ice is deposited thereon. No person shall deposit snow or ice onto a public roadway or sidewalk. Any person who violates this section of the code is subject to a city citation plus any removal cost incurred by the city

5.22. Snow, Dirt and Rubbish.

5.22.1. Duty of owners and occupants. The owner and the occupant of any property adjacent to a public sidewalk shall use diligence to keep such walk safe for pedestrians. No such owner or occupant shall allow snow, ice, dirt, grass, or rubbish to remain on the walk longer than 12 hours after its deposit thereon.

5.22.2. Removal by city. If the City determines that snow, ice, dirt, grass and rubbish have not been removed from any public sidewalk within 12 hours after any such matter has been deposited thereon or after the snow has ceased to fall, the City may direct that city employees or agents remove the material. The City shall keep a record showing the costs of such removal adjacent to each separate lot and parcel and shall deliver a bill to the lot or parcel owner. In such event that the bill is not satisfied within 30 days, the City will provide such information to the City Council. The Council may direct that the cost of removal be assessed to the owner of the lot or parcel effected.

6.43. Time Limit and Winter Parking.

6.43.1 It shall be unlawful for anyone to park motor vehicles, equipment or structures upon any street or alley in any one place for longer than 72 consecutive hours.

6.43.2 Residential Parking. It shall be unlawful for anyone to park motor vehicles, equipment, or structures on any street or alley in the city adjoining residential property from November 1 through March 31 between the hours of 2:00 a.m. to 6:00a.m. or until the street has been plowed to full width.

6.43.21 Business District Parking. It shall be unlawful for anyone to park motor vehicles, equipment, or structures in the city's downtown business district from November 1 through March 31 between the hours of 2:00 a.m. to 6:00a.m or until the street has been plowed to full width. The downtown business district is the section of Tyler Street between Bradley Street and Strong Street.

6.43.3 Enforcement. Any police officer may issue a city citation or remove a vehicle from a street to a garage or other place of safety when the vehicle is left unattended and constitutes an obstruction to traffic or hinders snow removal or maintenance operations. If removed, Such vehicle shall not be released until the fees for towing and storage are paid in addition to any fine imposed for violation of this ordinance. Issued City citations are to be paid within 10 days from the date of issuance. If citation remains unpaid after 10 days and/or vehicle continues to pose an obstruction or hinder snow removal an additional citation will be issued on the 11th day and every 30 days thereafter until the issue is remedied.

6.43.4 Prima Facie violation. The presence of any motor vehicle on any street when standing or parked in violation of this chapter is prima facie evidence that the registered owner of the vehicle committed or authorized the commission of the violation.
